Retire Debian Bullseye and modernize the Debian-based packaging CI targets on `main`. The matrix now tests: - Debian Bookworm and Trixie - Ubuntu Jammy and Noble This removes Ubuntu Focal and its obsolete PG18/PG19 exclusions while preserving PostgreSQL coverage and the aggregate `Packaging` gate. Retire Debian Bullseye and modernize the Debian-based packaging CI targets on
release-13.2.The matrix now tests:
PostgreSQL coverage and the aggregate
Packaginggate remain unchanged. The same modernization is applied in #8835 and #8837.
